Technical Assistance

Meet our new Technical Assistance to Brownfields (TAB) Communities Provider: The University of Connecticut (UCONN)!

UCONN provides diverse expertise, ranging from environmental pollution and remediation to urban planning, public health and social work. Supported by the U.S. Environmental Protection Agency Technical Assistance for Brownfields Program, the UCONN TAB supports New England communities to advance investigation, cleanup and redevelopment of abandoned, potentially contaminated sites, protect public health and promote environmental justice.

UCONN can provide Direct Technical Assistance, Continuing Education Programs, and Community Engagement Workshops. They also offer a Municipal Assistance Program (MAP). Types of projects supported by MAP include Desktop Studies, Data Gap Analyses, Scopes of Work, an Evaluation of Redevelopment Options, Brownfield Inventories, and Community Outreach.

Federal Assistance

EPA Assessment, Cleanup, Multipurpose, and Revolving Loan Fund Grants

  • EPA's Brownfields Program provides direct funding for brownfields assessment, cleanup, revolving loans, and environmental job training, technical assistance, and research
  • In March 2018, Congress passed the Brownfields Utilization, Investment, and Local Development Act (BUILD Act), which makes it simpler for local or state governments to take control of a contaminated site

State Assistance

Targeted Brownfields Assessment (TBA) Program

  • Open to Local, State, or Tribal Governments, as well as, non-profit organizations
  • Designed to help communities reduce the uncertainties surrounding actual or perceived contamination associated with specific properties
  • Funds Phase I and Phase II Environmental Site Assessments and Remedial Planning Reports
  • Available year-round, but funding is limited

Brownfields Remediation and Economic Development Fund

  • Any party which legally controls (owns) a brownfield is eligible
  • Provides assistance for remedial investigation, redevelopment, remedial design, construction of remedies, and other associated work

Rhode Island Infrastructure Bank - Brownfields Revolving Loan Fund

  • Public, private, and non-profit entities are eligible
  • Provides a low-interest loan to conduct remediation of contaminated properties
