OWTS Licensing Disciplinary Actions

In Rhode Island, septic systems or "Onsite Wastewater Treatment Systems" (OWTSs) must be designed by individuals licensed by DEM. The Department monitors the performance of these private professionals to ensure compliance with OWTS regulations.

The Director of DEM appoints persons from outside the agency to an OWTS Designer Licensing Review Panel for the purpose of reviewing complaints against licensed designers and soil evaluators. The Panel makes recommendations to the Director regarding disciplinary actions including whether to suspend or revoke a license. The Panel's recommendations depend on the severity of the actions involved. The Director is responsible for issuing any formal action, decision, or settlement agreement.
