Land Lease Opportunity
The Rhode Island Department of Environmental Management (DEM) owns numerous parcels acquired for conservation and public recreation. The Plasse Property, located at 193 West Wrentham Road in Cumberland, designated as AP 60 Lot 27, was acquired by DEM in 2024. The property had preexisting structures, including two radio towers, one of which was in use. DEM is soliciting proposals from qualified entities (offerors) to operate both radio towers for transmission and maintenance of antennas and satellite systems. Note that there will be a single lessee for both towers, but the lessee may sublease portions of either tower to other entities with DEM approval.
The parcels will be leased for transmission operations and maintenance of antennas and satellite systems and may not be used for any other purpose, subject to the terms and conditions specified in the Scope of Work section below. The successful offeror will be required to enter into a standard written lease agreement with the State, as required and subject to approval by the State Properties Committee. An example of the lease is provided. Offerors must be registered with the Rhode Island Secretary of State and maintain good standing throughout the term of the lease.
The offeror must submit a Proposal Offer Form, available as an online application below. The successful offeror shall be solely responsible for meeting all terms and conditions specified in the Request for Proposal and any resulting lease agreement. The offeror recommended for this award will be notified by DEM.
Contract Terms
The initial lease term will begin on or about January 1, 2027, and terminate on December 31, 2036. Leases have one option to renew for an additional ten (10) years through December 31, 2046.
Insurance Requirements
In accordance with this solicitation and consistent with the State of Rhode Island’s Risk Management lease insurance requirements, the lease requires the lessee to maintain appropriate insurance coverage throughout the lease term, including general liability, personal property, workers’ compensation, and, where applicable, automobile liability insurance. Required coverage must meet minimum limits established by DEM. The lessee must provide certificates of insurance and proof of premium payment at the start of the lease term and annually thereafter. DEM reserves the right to reasonably adjust required coverage amounts during the term of the lease.
