Statewide Implementation Analysis (SIA) for a Beverage Container Redemption, Packaging, and Recycling Plan
In 2025, the Rhode Island General Assembly passed a law requiring a statewide study of possible beverage container redemption, packaging, and recycling programs. The Rhode Island Department of Environmental Management (RIDEM), working with the Rhode Island Resource Recovery Corporation (RIRRC) and an independent consultant, is carrying out this analysis.
The study will examine how different recycling and redemption programs could work in Rhode Island and their potential impacts. The goal is to build on progress made to date by various efforts and to help state leaders make informed decisions about potential programs, such as:
- An Extended Producer Responsibility (EPR) program for packaging and paper, where producers help fund and manage recycling systems.
- A Deposit Return System (DRS), sometimes called a “bottle bill,” where consumers pay a small deposit on beverage containers and receive it back when they return them for recycling.
The analysis will examine paper, plastic, metal, and glass materials and explore how these programs could improve recycling, reduce waste, and support Rhode Island’s long-term waste management goals.

Upcoming Meetings and Events
Advisory Council
The council will provide guidance, review early findings, and offer recommendations throughout the study process. It includes representatives from a variety of sectors and regions across the state, including:
- One representative from each of Rhode Island’s five counties from a public works department or another local waste management authority.
- One representative from a Rhode Island-based packaging or consumer goods company.
- One representative from a materials recovery facility operating in Rhode Island.
- One representative from a composting or organics processing facility.
- One representative from a Rhode Island reuse or refill system operator.
- One academic or scientific expert with experience in waste systems, environmental health, or the circular economy.
