New Online Permit Application Portal Coming Soon

DEM is finalizing the launch of a new online permit application portal for the Office of Water Resources (OWR) Groundwater and Freshwater Protection Programs.

Phase One Launch: Tuesday, May 6

Starting May 6, all applications for Freshwater Wetlands, RIPDES Construction General Permit, Water Quality Certification, and Underground Injection Control Programs must be submitted/managed online.

No applications will be accepted or permits issued through May 5.
Completed applications submitted before April 17 will be moved to the new system.
Incomplete or new applications must be submitted through the online portal starting May 6.

Phase Two Launch: Tuesday, May 20

No Septic/OWTS applications accepted or permits issued from Friday, May 2 - Monday, May 19

Some exceptions will apply. Completed applications submitted before May 1 at 4 PM will be moved to the new system. Incomplete and new applications must be submitted online starting May 20. Learn more: https://dem.ri.gov/owr-portal
