OWR Online Permit Application

DEM is in the final stages of launching an online permit application portal for the Office of Water Resources' (OWR) Groundwater and Freshwater Protection Programs.

Phase One Launch: Tuesday, May 6

No applications accepted or permits issued through May 5 for Freshwater Wetlands, RIPDES Construction General Permit, Water Quality Certification, and Underground Injection Control Programs. Completed applications submitted before April 17 will be moved to the new system. Incomplete and New applications must be submitted online starting May 6. Phase Two Launch: Tuesday, May 20

Thursday, May 1, is the last day DEM will accept OWTS-related paper applications

No Septic/OWTS applications accepted or permits issued from Friday, May 2 through Monday, May 19. Some exceptions will apply. Learn more: https://dem.ri.gov/owr-portal

Please be advised: the Haines Memorial State Park boat ramp and boat ramp parking lot at 3 Haines Park Rd., Barrington, RI will be closed Monday, June 12th, 2023 for parking lot line striping, weather permitting. During this time, access will be blocked to the lot and boat ramp. It is expected to reopen on the following day.
