Shellfish Advisory Panel Application

Purpose of Panel

The Shellfish Advisory Panel (SAP) is an advisory panel of the Rhode Island Marine Fisheries Council established for the purpose of providing recommendations to the Council on all shellfish-related matters and regulations, aquaculture applications before the CRMC, and regulations brought before the panel for consideration. 

Eligibility

No person may serve on an advisory panel if assessed a criminal or administrative penalty in the past three (3) years or has more than one marine fisheries violation (including any suspension or revocation of a commercial or recreational fishing license or permit or dealer’s license, or any fine, donation, probation, imprisonment, or other filing, imposed administratively or by a court of law).  All applicant applications will be reviewed by the Division of Law Enforcement to assure eligibility.  It is recommended that application not be submitted if this criteria cannot be met.

Member responsibilities

  • Panel members are expected to attend each meeting unless unable to attend due to sickness or other personal reasons. Members are expected to notify the chair in a timely manner before each meeting to confirm attendance.
  • Panel members are expected to read meeting materials and be knowledgeable on agenda items in advance of the meeting, drawing upon input sought from a broad cross-section of interests from the fisheries sector or user group they represent, and persons affected by proposed regulations and programs.
  • Panel members are encouraged to provide motions and supporting rationale to the chair in advance of the meeting.
  • Members are expected to be read and be familiar with all shellfish related regulations, namely the Division of Marine Fisheries regulation Part 4 – Shellfish.
  • Members shall read and be familiar with the Council’s operating policy “Administrative Policies and Procedures of the Rhode Island Marine Fisheries Council, adopted December 1, 2025”.
