Public Meeting re: BUD Permitting for South Quay East Providence

In accordance with the requirements of the Draft Solid Waste Beneficial Use Determination (BUD) Permit approval, SAGE Environmental, Inc (SAGE) is providing notice of its intent to hold a public meeting regarding the BUD in support of proposed redevelopment of the property located at 649 Waterfront Drive in East Providence, Rhode Island, that is commonly referred to as the “South Quay”. The East Providence Assessor’s Office identifies the property as Plat Map 7, Block 1, Lot 3. The purpose of the meeting is to inform interested parties of the proposed redevelopment and BUD process.

The redevelopment plan will continue and complete development of the property as a port facility that began in the 1970s. As part of the development, jurisdictional fill and sediment will be placed on the property and then capped in order to elevate the property consistent with the planned design of the facility. The fill material which may include mildly contaminated soil, street sweepings, dredge spoils may exceed the RIDEM Residential Criteria but complies with industrial/commercial standards with the exception of arsenic, beryllium for which a separate ecologically based standard was proposed as explained in the documents. The BUD includes standards for accepting this fill material which have been developed in consideration of risks to both human health and the environment. At the conclusion of the placement of the fill material, a Rhode Island Department of Environmental Management (RIDEM) approved cap will be placed in accordance with a Remedial Action Work Plan that has yet to be developed.
