Notice to CWSRF borrowers: procurement of engineering services contracts for planning, design, and/or construction management services must follow a pure qualifications-based selection (QBS) process, in accordance with RI General Law 45-55 and Federal Law 40 USC 1101 et seq.

Once a bid has been awarded, please inform the contractor of the following required forms and state agencies:
- For RI MBE/WBE Utilization Plan and related compliance forms, please see the RI DEDI webpage
The MBE Utilization Plan Form must filled out and submitted to the MBE Compliance Office, and an approval letter received prior to start of construction. - For weekly certified payroll, these three/four forms must be filled out by the contractor and all sub-contractors on the job: (required for all wastewater treatment works and non-green infrastructure stormwater projects)
- RI Certified Weekly Payroll form and RI Statement of Compliance form
- Federal Department of Labor Statement of Compliance form (page 2 only of Payroll Form WH-347)
- For projects $1,000,000 or over, the RI Certified Weekly Wage Daily log (available from RIDLT website below)
