State Pilotage Commission Annual Public Hearing

Pursuant to the provisions of the Rhode Island General Laws, Chapters 46-9 and 46-9.1, and in accordance with the Administrative Procedures Act, Rhode Island General Laws Chapter 42-35, The Rhode Island State Pilotage Commission (the “Commission”) hereby gives notice of its intention to hold a public hearing in compliance with R. I. Gen. Laws § 46-9-6(8) and afford the public an opportunity to offer oral and written testimony on matters pertaining to the administration of R. I. Gen. Laws Chapters 46-9 and 46-9.1, entitled “Pilots, Narragansett Bay and Tributaries” and “Pilots, Block Island Sound,” respectively, including but not limited to the determination as to the number and qualifications of pilots that may be deemed necessary to satisfy the needs of the state as well as the review of any proposals that may be presented requesting a modification of the rates charged for piloting of vessels within the Commission’s jurisdiction.

Testimony will be taken on any subject matter pursuant to the requirements of R.I. Gen. Laws § 49-9-6(8), “. . . that the commission shall conduct as least one public hearing annually, duly advertised, to hear and receive complaints and comments from individuals pilots, associations, or other public or private agencies with regard to any matters that may come within the jurisdiction of the commission.”

Written testimony will be accepted no later than 4:00pm on October 6, 2022 at the offices of the Administrative Adjudication Division, Department of Environmental Management, located at 235 Promenade Street, Rm 350 Providence, RI 02908. Written testimony may also be submitted via email to mary.dalton@dem.ri.gov with a copy sent to christina.hoefsmit@dem.ri.gov.

The public hearing will be held at 9:30 am on Thursday, October 6, 2022. A digital recording of the hearing will be made, a copy of which shall be provided upon written request. Attendance is available either in-person or via Zoom.
